INTERNATIONAL SCIENTIFIC CONFERENCE
"COSMIC OUTLOOK - NEW THINKING OF XXI CENTURY"

Accepted unanimously at the Conference held on 11.10.2003
On October 9-11, 2003 the final Plenary session of the International scientific
conference "Cosmic outlook - new thinking of the XXI century" took place in
Moscow in the International Center of the Roerichs.
The conference was intended and organized by the International Center of the
Roerichs (ICR) and by the K.E.Tsiolkovsky Russian Academy of Cosmonautics.
Among the organizers of the conference were also the Russian Academy of Natural
Sciences and the Russian Academy of Education. In the work of the conference
there participated Institute of History of Natural Sciences and Technology of
the Russian Academy of Science, Central Council of All-Russia Society of
Protection of Monuments of History and Culture, the International League of
Protection of Culture, the International Association of Funds of Peace,
Federation of Cosmonautics of Russia, Russian Fund of Culture, Modern
Humanitarian University, Charitable Ye.I.Roerich Fund. The conference was
organized at the support of the Russian Aerocosmic Agency.
Information support of the conference was carried out by "Rossiskaya Gazeta"
("Russian Newspaper")" "Novaya Gazeta ( "New Newspaper"), newspapers
"Pravda" ( Truth"), Guberniya" ( "Province"), Kommersant" ( "Businessman"), "Rossiyskaya
Federatsiya Segodnya" ( "The Russian Federation Today"), "Rossiyskiye Vesti" (
"Russian News"), magazines "Novosti Kosmonavtiki" ( "News of Cosmonautics"), "Zemlya
i Vselennaya" ( "The Earth and the Universe"), "Nauka i Religiya" ( "Science
and Religion"), "Smena" ( "Successors"), "Priroda i Chelovek" ( "Nature and
Man"), "Kultura i Vremya" ( "Culture and Time").
With speeches of welcome to participants of the conference there addressed
Vice-President of the Council of Federation of Federal Assembly of the Russian
Federation M.Ye.Nikolayev, V.S.Savchuk with a greeting on behalf of
Vice-President of the State Duma of the Russian Federation G.B.Boos, Director
of the Information Center of the United Nations in Moscow A.S.Gorelik, the
member of the bureau of presidium of the K.E.Tsiolkovskiy Russian Academy of
Cosmonautics B.N.Kantemirov, the first Vice-President of the Federation of
Cosmonautics of Russia, cosmic-pilot I.P.Volk, academician of the Russian
Academy of Education Sh.A.Amonashvili.
To the address of the conference there came greetings of Director of the Moscow
Bureau of UNESCO Phillip Keo, of the Extraordinary and Plenipotentiary
Ambassador of the Russian Federation in the Republic of India A.M.Kadakin, of
the Deputy of the State Duma of the Russian Federation, Chairman of the Chamber
of Commerce and Industry of the RF, academician of the Russian Academy of
Science E.M.Primakov, President of the Gorbachev Fund M.S.Gorbachev,
Vice-President of the National Academy of Sciences of the Kirghiz Republic,
academician V.M.Ploskikh, Rector of the Kirghiz-Russian Slavic University
V.I.Nifadjev, President of Society "Mirovaya Spiral" ( "The World Spiral")
G.Gavel (Germany), President of Federation of Cosmonautics of Russia
V.V.Kovalyonok and other eminent persons and organizations.
Within the framework of cultural program of the conference there was displayed
the exhibition "Unearthly Worlds of Earthly Artists" at the halls of the
Nicholas Roerich Museum. There were exhibited works of 26 artists - cosmists.
Scientific library of the ICR organized two exhibitions: At the Sources of
"Cosmic Outlook" and "Thinkers on a Planetary Scale". Documentaries about
V.I.Vernadsky and G.Skovorode were shown.
Plenary session of the conference was preceded by sittings of the following
sessions Historic Scientific Basis of "Cosmic Outlook Formation", "Cosmism in
Philosophy of the ХХ-ХХI
Centuries", "Ideas of Cosmism in Pedagogics and Education", "Cosmonautics of
the xxi Century: Safety and Steady Development. Cosmos, Man, Society",
"Science and New System of Knowledge", Cosmic Attitude and Religious
Experience", Cosmic Attitude in Art", "Cosmic Outlook: Past, Present, Future"
(session of young scientists) taking place in April - September 2003.
In the work of sessions and the plenary session there participated above 900
speakers. Among them there were 3 academicians of the Russian Academy of
Science, 10 academicians of the specialized academies, 87 Doctors of Science and
professors, 39 Candidates of Science. There were submitted 125 reports,
including 20 reports at the plenary session.
Together with Russian scientists there participated those from the Ukraine,
Latvia, Bulgaria, Great Britain, Czechia, Germany, India, the USA, Italy,
Lebanon, Finland.
With reports at the plenary session of the conference there spoke the first
Vice-President of the ICR, the General director of Nicholas Roerich Museum,
academician of the Russian Academy of Natural Sciences and the K.E.Tsiolkovskiy
Russian Academy of Cosmonautics L.K.Shaposhnikova, academicians of the Russian
Academy of Science V.N.Bolshakov and V.M.Matrosov, Corresponding Member of the
Russian Academy of Science S.P.Kurdyumov, Vice-President of the Russian Academy
of Natural Sciences, academician G.N.Fursei, academician of the Russian
Academy of Natural Sciences G.N.Dulnev, academician of the the Russian Academy
of Education Sh.A.Amonashvili, Doctor of Philosophy K.A.Kedrov, Professor
V.A.Lefevr, Doctor of Philology A.Fedotov and others. On behalf of the Russian
Aerocosmic Agency Yu.G. Gusev took a floor.
Necessity and importance of carrying out the conference were caused by urgent
command of time.
Within the XX century qualitatively new, synthetic, fourth kind of thinking, the
cosmic one, started to be formed.
Synthesis of scientific, philosophical and religious experience of mankind, and
also achievements of art became the prominent feature of the new cosmic
thinking. The cosmic thinking penetrates and covers all spheres of activity of
man, especially creative ones, to open new opportunities to different forms of
knowledge, including those to be considered unscientific.
Alongside with practical mastering of outer space and development of ideas of
other worlds existence, of variety of forms of life the man began to overstep
the habitual limits of sensual reality and open his inner cosmos, realizing
himself to be more and more an organic part of indivisible cosmic reality.
Due to philosophy of "the Silver Age" and works of thinkers-cosmists a new
theory of knowledge began to be formed. Alongside with scientific rational ways
of knowledge it includes intuitive and spiritual ways of comprehension of man,
nature and cosmos.
The new outlook has come nearer to the reality of cosmos more than all the
pictures of the universe created in the past. The main role in creation and
promotion of these scientific ideas of scientists - cosmists V.I.Vernadsky,
K.E.Tsiolkovsky, A.L.Chizhevsky, P.A. Florensky together with works of
philosophers V.S.Soloviev, N.A.Berdyaev, S.N.Bulgakov and art of the greatest
artists, poets and musicians of "the Siver Age". Vitality of these ideas is
based on the fact, that the majority of founders of cosmism to be the carriers
of synthesis, highly creative and all-round gifted persons.
With propagation and comprehension of ideas of cosmists reappraisal of spiritual
heritage of the last centuries began, and in the space of scientific outlook the
new cosmic thinking began to arise and develop.
The Living Ethics, philosophy of cosmic reality, ranks the key place in this
process. It was created by a group of thinkers and philosophers of the Orient in
cooperation with Ye.I.Roerich and N.K.Roerich. It contains the basis of the new
theory of knowledge and its methodology.
The conference focused its attention on a number of other scientific problems.
Among them it is possible to name the following ones:
- specificity of scientific knowledge and scope of its application;
- unscientific way of knowledge and its role in gaining new information about
man, natural phenomena and Cosmos;
- ratio and role of scientific and unscientific ways of knowledge in the
process of development of cosmic outlook;
- directions of forming a new system of knowledge and the role of science,
art, moral values and religious experience of mankind in this process;
- the new system of knowledge and inner world of man;
- cosmic thinking and problems of perfection of man.
In communications of the conference it was mentioned that the cosmic thinking is
the Russian phenomenon, which arose in its space at the end of the XIX century
and the beginning of the XX one.
As the main results of the conference can be pointed out the following:
appreciation of the contribution of Living Ethics Teaching and works of
thinkers - cosmists in the formation of the new inspired science, recognizing
the key problems in forming of the new system of the knowledge based on cosmic
thinking, and determination of the best ways of their research and solving.
Conference resolves:
1. The International Center of the Roerichs, the Russian Academy of Natural
Sciences, the K.E.Tsiolkovsky Russian Academy of Cosmonautics, the Russian
Academy of Education is recommended to establish on the base of the ICR the
complex center of science on cosmic thinking study.
2. By common efforts of the organizations - participants of the conference to
promote Living Ethics to be put into scientific use as the philosophy of
cosmic reality and basis of the new system of knowledge containing fundamentals
of cosmic thinking.
3. The Center of Humane Pedagogics at the International Center of the Roerichs
is recommended to submit well-grounded proposals to the Ministry of Education
of the Russian Federation and the Russian Academy of Education to include the
subjects of cosmic thinking into curricula of higher and secondary schools.
4. To devote "the International Pedagogical Readings on Humane Pedagogics of
2005" to the problems of cosmic outlook.
5. To ask Shalva Amonashvili Publishing House to examine the question on the
publication in the series of "Anthology of Humane Pedagogics" the works of
K.E.Tsiolkovsky, A.L.Chizhevsky, V.I.Vernadsky, P.A.Florensky and other thinkers
developing ideas of cosmic outlook.
6. Organizations included into the organizing committee of the conference,
participants of the conference are recommended to organize informational and
educational activity with academic and educational institutions, mass-media,
scientific centers in regions to explain the role of thinkers - cosmists in
developing of cosmic thinking, using widely for this purpose their works,
books of Living Ethics, the Roerichs' works, L.V.Shaposhnikova's books,
magazine "Kultura i Vremya" ( "Culture and Time"), transactions of the
conference in question.
7. To recommend the organizers of the conference to develop cooperation with
scientists showing interest in cosmic outlook and aspiring to realize its ideas
and approaches in their scientific works, as well as with public - scientific
organizations, paying special attention to joint programs, seminars,
conferences, other forms of scientific - cultural activity.
8. To ask the International Center of the Roerichs as the organization having
the status of the non-governmental organization at the United Nations, to pay
attention of the Department of the Public Information of the United Nations
Secretariat to the urgency of the new thinking development to establish mutual
understanding of peoples, revealing common deep roots in forming of
consciousness of representatives of various ancient cultures and civilizations.
9. To promote the publication of proceedings on subjects of cosmic thinking in
the academic literature and periodicals.
10. To consider expedient to organize the inter-academic international seminar
on problems of research and development of cosmic thinking with attraction for
these purposes authoritative scientific organizations, sharing the ideas of
cosmism.
11. To consider necessary to issue transactions of the given conference and to
disseminate its ideas in wide circle of international scientific and cultural
public.
12. To organize regular issue of a bulletin devoted to the problems of cosmic
thinking.
13. To realize the decisions of the conference to create in three-month term an
Organizing Committee including representatives of the organizations -
participants of the conference.
14. The newly established committee is recommended to develop the concept of
activity of the Center on cosmic thinking study by May 2004.
15. To recommend the organizers of the conference to forward the joint report on
results of the conference to the Information Center of the United Nations in
Moscow, to the Committee of the United Nations in Cosmos in Vienna, to the
International Board of Directors of the World Cosmic Week of the United Nations,
and to the Council of the Russian Academy of Science in Cosmos, to the
Commission of the Russian Academy of Science in History and Culture, to
Rosaviacosmos (Russian Aerospace), to the Ministry of Education, to the
Vice-President of the Council of Federation of Federal Assembly of the Russian
Federation, to National Academies of Sciences.
16. To support the decision of the Round table "Problems of the Space of
Culture in the XXI Century" about the organization of the permanent scientific
seminar of the same name.
17. The conference thanks Institute of Natural Sciences and Technology for
participation and support of the conference.
18. The conference expresses gratitude to the speakers for interesting and
substantial communications, to the Organizing Committee and especially the
leaders and employees of the International Center of the Roerichs for their work
at all the stages of preparing and carrying out the conference.
